Regional development programme

The Gorenjska Regional Development Programme for the period 2007–2013 (RDP) is the fundamental programme document on the regional level. It defines the strengths of Gorenjska, determines its developmental priorities and financially evaluated programmes and projects. It was being drawn up from autumn 2005 to summer 2006 under the authority of the Regional development Agency BSC Kranj in partnership with more then 300 individuals from the economic, public and non-governmental sector joined within the Gorenjska Regional Development Council.

On 25 July 2006, the Gorenjska Regional Development Programme for the period 2007–2013 was confirmed by the Regional Development Council, after which it was affirmed by the Government Office for Local Self-Government and Regional Policy. On 17 October 2006, it was adopted by the Gorenjska Regional Council, whose members are mayors of Gorenjska municipalities. For its implementation, the Gorenjska Regional Council adopted the Implementation Plan for the RDP Gorenjska 2007 – 2009 for the period of three years until April 2007.

Starting points

The Gorenjska development region has reached an important developmental milestone. The new financial perspective for the period 2007–2013 will show whether the region can transform itself from an industrial region into a region participating in the creation of developmental trends. Analyses have shown that the potentials to achieve this vision certainly exist. Among these potentials, one should emphasize the great access to Gorenjska (corridor X, the airport), natural wealth, unexploited regional synergies: schools – researches – entrepreneurship, some globally successful companies and trademarks, human capital: young and well-educated people oriented to new technologies; towns and squares with important cultural heritage, closeness to Ljubljana and the borders. Apart from that, the lack of strong regional centre dictates a networking development, which stimulates partnership and cooperation. Within these frameworks, the region has drawn up a development vision, 3 objectives and 4 priorities.

We are building Gorenjska as a community which, with its healthy Alpine environment, enables us to work, live and entertain ourselves, as well as to fully unleash our creativity and ambitious ideas.

We are merging our human, natural, cultural and developmental potential to join the company of the most successful Alpine regions.

Strategic objectives of Gorenjska's development

OBJECTIVE 1: To create an economically dynamic region based on know-how, cutting-edge industries (ICT, telecommunications, state-of-the-art technologies in the metallurgical industry, healthcare, etc.) and tourism. We wish to become a region which will base its development on advanced technologies and tourism; by building developmental networks and identifying excellent market niches, we wish to achieve global competitiveness and increase the annual growth of our regional GDP to a level at least 10% higher than the Slovenian average.

OBJECTIVE 2: We wish to cultivate highly qualified and creative people, both at home and abroad, focused on innovation, entrepreneurship and industries that will open up opportunities for the regional economy, self-employment and the creation of good jobs. We wish to become a region of people with top-notch applicable competencies and entrepreneurial skills, through which we will be able to achieve a high rate of employment of our population.

OBJECTIVE 3:We wish to preserve the settlement of the Alpine landscape and its natural purity, and to ensure healthy, high-quality living conditions in an interwoven social community tolerant of diversity. We wish to become a region with a high quality of life, where natural diversity, difference of opinion, variety of lifestyles and diversity as such will make us all richer.

Priorities of Gorenjska's development

In order to achieve the goals, the programme sets forth four development priorities, which are the green cornerstones of Gorenjska's development. To make them more recognisable, they are referred to as the “4 T”:

  • Technology (entrepreneurship, innovativeness, business locations)
  • Talent and tolerance (knowledge, employment, creativity, wealth of diversity)
  • Tourism (tourist region, potential of culture, nature and sports)
  • Sustainable development (environment, energy, conservation of nature and living countryside, villages and towns)

The priorities are divided into 10 programmes, 31 actions and indicative projects. For each action and frame project, there is a defined operator, measurable objectives and estimated value.
